Phillip Welburn

Phillip is the Managing Director for Elliott Scott in Asia, overseeing operations across Hong Kong and Singapore while driving senior HR search and recruitment across the region. As a co-founder and co-owner of Elliott Scott, he has played a key role in establishing the firm’s presence in Asia, expanding its client base, and building a high-performing recruitment team. 

With over 17 years of experience in HR search, Phillip specialises in senior appointments across multiple industries, partnering with CHROs and business leaders to identify and secure top HR talent. He has a deep understanding of the evolving HR landscape and is particularly passionate about developing local HR talent in Asia, helping organisations build strong leadership teams that align with their long-term business goals. 

In 2011, he partnered with Stuart Elliott to launch Elliott Scott’s first office in Hong Kong, successfully growing the brand’s presence across Asia Pacific. Under his leadership, the team has won multiple industry awards and continues to work with many of the world’s leading organisations. 

Based in Hong Kong, Phillip is known for his consultative and relationship-driven approach. His extensive regional network, market insight, and strategic mindset enable him to deliver exceptional recruitment solutions, helping businesses navigate complex talent challenges across Asia Pacific and the Middle East.
